Bulgar is a location featured in Fire Emblem: The Binding Blade and Fire Emblem: The Blazing Blade. It is the largest city in Sacae and a major center of commerce between Etruria, Ilia and Bern. It is renowned for being a free city without a ruler, despite being a capital city. Lyn visits Bulgar to prepare for her journey and meets the knights of Caelin there. In The Binding Blade, Bulgar was invaded by Bern and occupied by Gel and Roartz. Bulgar is also the birthplace of Rutger, a myrmidon of half-Bern, half-Sacae ethnicity.

Bulgar is a type of wheat used in Middle Eastern and Eastern European cuisine.
It is also the name of a group of Turkic nomads that lived on the Eurasian steppes in the 7th century. They would invade the eastern frontier of the Eastern Roman Empire and establish the First Bulgarian Empire. Though changed in culture and language, the nation of Bulgaria survives today.
