Lord Elbert is the father of Eliwood, grandfather of Roy, the husband of Eleanora and was himself Marquess Pherae before he was captured and killed by Nergal. His disappearance was what set off Eliwood's story.
Having left Pherae to investigate mysterious rumors, Elbert and his crew were attacked by Nergal and his group. All of the knights joining him were slain except for Harken, and Elbert himself was kidnapped. While he was kept prisoner on Valor, The Dread Isle, he befriends Ninian and Nils, which is the only thing that keeps him from killing himself as he aid them with his own problems, telling them about Elibe. He helps them escape the grasp of Nergal, but remains a hostage on the island. Despite being very weakened by the horrors he had witnessed, he still manages to deal Nergal an almost fatal blow before he's fatally injured and dies in Eliwood's arms.
In the Chapter 12 pre-story, he is portrayed as a blue unit Paladin riding off from Pherae, but in Chapter 19, he looks like a green unit Peer class, possibly because he lost his horse.
