In Fire Emblem: Rekka no Ken, Eubans is the leader of a mercenary band which is extremely loyal to the Marquess of Laus, Darin (he still attacked Ostia, even when Darin had abandoned the mercenaries). He is also known for his lightning quick battle formation, which makes him known as the Hurricane (Although Legault, one of the Black Fang's members has the same nickname, perhaps due to translating mistakes). If you use Heath to attack him then they will have a short little conversation before fighting. His mercenary army appears in chapter 15 of Hector's story trying to recapture castle Laus, but you don't fight Eubans in that chapter. Also note that on hard mode, he will advance and attack units in his range.
In the Japanese version of the game, Eubans was known as the Fierce Eagle, which fits well into the chapter he first appears in, "Talons Alight".
