Panic Ploy

Effect	At the start of each turn, foes in all cardinal directions have their bonuses become penalties if they have less HP than the user.

Panic Ploy is a type C passive skill introduced in Fire Emblem Heroes. At the start of each turn, it causes all bonuses on the unit (from hones, fortifies or rallies) to become penalties if they have less HP than the user.
