Sienne is the capital of the Begnion Empire in Fire Emblem: Path of Radiance and Fire Emblem: Radiant Dawn. It is built around the Tower of Guidance. Both the Begnion Senate and the apostle, the empress and voice of the goddess. During the events of Path of Radiance and Radiant Dawn, Sanaki rules as the Apostle. Begnion was home to many important edicts in its long history, such as the illegalization of Laguz slavery. 

In Fire Emblem: Radiant Dawn, the three armies  of Yune march toward it to take down Ashera and the Disciples of Order.
