Silence (サイレンス) is a condition which prevents the afflicted from using magic attacks/staves. It is usually afflicted via the Silence Staff, but can be caused by other weapons/staves and even classes (see Magic Seal). It also prevents units from using the talk and support commands, showing that it literally silences the unit.
