The Hero of Winds is Chapter 4x of Fire Emblem: Thracia 776.

Talk to Ced with Karin to have her receive the Sety Scroll, which can improve the Speed growth of whoever has it in his/her inventory. One of the chests will contain a Brave Sword which, like Finn's Brave Lance, is useful in capturing enemy units.
The two cells at the bottom left right of the map contain nothing. The cells in the bottom right of the map contain NPCs. If they escape (in the same fashion as Chapter 4), you can receive items from some villagers in Chapter 6.
