The 
Warp Staff (ワープの杖 Wāpu no Tsue) is a staff used to teleport an adjacent unit to another space on the map. In Fire Emblem: Rekka no Ken, the warp staff's range is the magic stat of the user, divided by two.
They have only five uses or seven uses, depending on the game, and are very hard to obtain without a strategic mindset.
Warp Staffs can be used to transport units from one part of a map to another. This can offer an extreme advantage in the right situations. It can be used to boost the movement range of very slow units, transport a very strong unit to a key part of a map so to flank an enemy or intercept a thief, or transport units to parts of the map that they would never be able to go otherwise. For instance, there are some stages where units cannot get to unless they warp there. This tactic is used to accesses the Secret Shop in Chapter 29/31 of FE7.
The warp staff appears throughout the Fire Emblem series. It can be obtained through use of cheats in Fire Emblem: Path of Radiance.
